Attaching a customer account to an order after transaction is complete

Adding an existing customer account to an order after an order is complete would be really helpful. We all make mistakes, and it is important to be able fix this for many reasons. We ran into this in particular at our recent festival where voting was important- customer accounts had to be attached to their order so they could vote.
