When a customer purchases a ticket for a specific date and time but needs to change the date or time before the event can we do this without moving or refunding any finances as the amount of money doesn't change it is purely data changing not transactional.

You can exchange tickets without it affecting the customers original payment on the order. This should be as easy as removing the current tickets on the order and adding the tickets for the correct date and time. In that case as long as the tickets cost the same there should be $0 refunded. You just want to make sure you remove the tickets and add the new ones in the same transaction.
